The SCM download is down near the bottom. After you click on "Utility", select the OS version (only Win 10 is provided for your model) and you'll see the list of MSI Utility program downloads. Then reinstall the Dragon Center after the SCM is back up and running. At the very least, you should probably uninstall the MSI Dragon Center first. You should never uninstall or update it without first uninstalling all of its dependents and, unfortunately, MSI does not provide very good information. And other programs need to connect to it.
